According to my experience, joomla installation under the latest XAMPP will cause buggy situation. Just like what you mention on your question.

The solution that works to my case is to use the older XAMPP...I currently using XAMPP version 1.6.2 Released on May 9th 2007, I once tried running joomla on Xampp 1.7.2, But it&#039;s not working...

Oh yes, I am using Windows XP as its platform, if u&#039;re using other OS, try install the older XAMPP...hopefully it solves your problem....</description>
