If all you want to do is to create a directory for an online listing service then you need directory software, not a full content management system. Mambo, Joomla and Drupal all have extensions and addons that can give you this functionality but they will be overkill for your site unless you intend to have much more than a directory/listing service.

There are a number of free directory and pay-per-click advertising scripts around. One of the more popular is Links 2.0. I've used this myself for many years and it has the functionality you have stated here. The support forums are good and the script is straight-forward to install and to maintain.

Have a look at it and if its not quite right for your purposes, do a search on the Net for directory listing software.

Kris i believe you are confusing the injections with third party plugins for joomla as opposed to the core code itself - if you do not follow the correct installation procedures which are relatively straight forward, or use badly written plugins, or dont keep your scripts upto date you will be vulnerable to lots of other exploits this applies to most scripts you install.

Back to the main question:
You can certainly create this using Joomla, there are a number of different components that you can use. One popular component would be mosets tree however this has a price tag of $100+, an alternative to this and my personal recommendation would be adsmanager.

Take a look at some of the joomla template sites too as some of them directly support adsmanager and are styled to suit - expect to pay a small fee though to register with the better template sites.

I would create my own CMS but if you aren't that tech savvy with PHP, I would use either Drupal or Joomla. With Drupal you'll have a harder time creating a template/theme.

I personally wouldn't chose Joomla. This past month of may alot of sql injections have been published for that app. I'm not saying the others aren't secure, I'm sure they have their flaws as well. I just wouldnt go Joomla.
